This series is a parody of Rugrats, a famous 1990s Nicktoon. It is a show that centers around baby characters, that cannot walk, talk, or take care of themselves in anyway; the only "speaking" character is Timmy Turner, whose thoughts are heard.
Carpet Critters was the second television program Timmy visited in "Channel Chasers", after wishing for a Magic TV Remote that allows him to travel through television as if the programs were real worlds. Timmy seems quite bored with being in the program, as the other babies look at him creepily, and he ends up pooping his diaper.
When Timmy poofs into this show, there's a baby that resembles Phil.
Coincidentally, Channel Chasers premiered the same year Rugrats ended: 2004.
Tara Strong, who plays Timmy, has also done voicework for Rugrats. Most prominently, she was the voice of Dil Pickles, who joined the show in the 1998 film The Rugrats Movie. She has also voiced side character Timmy McNulty, who made a few appearances beginning with the show's revival in 1997, coincidentally using the same voice she would later on use for Timmy Turner himself.
